Human Resource Management in Tourism Organizations in Timor-Leste

Strategies and Practices

Tourism is widely recognized as a driver of economic growth, a creator of employment opportunities, and a promoter of cultural identity. However, the success of tourism does not depend solely on natural beauty or cultural heritage. Rather, it is strongly influenced by the quality of human resources who design, manage, and deliver tourism experiences. This reality makes the study of strategies and practices in human resource management within tourism organizations both relevant and urgent, especially in the context of emerging economies such as Timor-Leste. This book is organized into twelve chapters, systematically discussing fundamental concepts of human resource management, strategic workforce planning, recruitment and selection, training and development, performance management, compensation and welfare, industrial relations, occupational health and safety, leadership and organizational culture, digital transformation in HR, sustainability, and finally, case studies of tourism in Timor-Leste. Each chapter is enriched with academic references, international reports, and local contexts, with the aim of providing a comprehensive understaning of how human resource practices can strengthen the tourism sector.
